Note: I’m indulging in a tiny little bit of anachronism here (*waves Alternate History Get Out of Jail Free Card*) -- the paper I got this from was published in … 2001? But it’s not too crazy to think there might be some related stuff out in the mid-90s. So much for the End of History, eh? :P
