Well, this comic is like the proverbial Mills of God in at least one respect.

The sharp little gents (ladies? they don't seem to be very dimorphic to human eyes) on the last panel are snow buntings.

Breathe and report. Such a nice guy! If he was Russian, he'd slap her and shout loud: "talk to me, b***h". At least, it's my impression when I watched Russian movies XD

My personal guess (and I never know how much "let me tell you a thing!" to be in the comments) is that it's more about being tired, overworked, and more importantly, pragmatic.
While Ukraine and Russia are very much distinct cultures and nations, they also have some cultural similarities -- say, on the order of Canada and the US or (yes, this is a pretty proactive example, but I think it needs to be to really map onto Russia and Ukraine) Ireland and England. Plus, Our Jerk Here has a formerly Russian father and some connections to Russian culture (his cousin, Chekhov, etc.).

By this time in his life (he's what...46ish?) he tends to be pretty focused on "what works" at least when he's on the job. If she was delaying in reporting because she was flirting or bickering or fistfighting with a fellow soldier or just not bothering to focus, he probably would haul off and smack her. But to someone who's gasping for air and hopped up on adrenaline, slapping them might make them delay even more, so he's going to control his annoyance with her for pragmatic reasons. He's not overly impressed with this newbie, though, to judge by his expression -- he could even be saying it in the tone of "I can't believe I have to tell you to do stuff like BREATHE, suka."

But right now the mission matters more than his impulse to slap some grunt, and he knows it. Life is full of disappointments, no? :P
